History
The members of the ISGF Region Europe in Italy, Germany, Austria and Liechtenstein decided November 2003 in a meeting of the International Secretaries and Commissioners to follow a request of help by the Kenya Scout Association, KSA and WOSM, RA.

Consequently an International Agreement for the realization of this project was drawn and adopted by the International Secretaries, IS, of the countries Italy, Germany, Austria and Liechtenstein. All participating organisations have authorized and signed this Agreement.
